You can either use webmin to add users by clicking on the "convert unix users to samba users" or what I think is easier via the command line:
# smbpasswd -a username

What are you using to browse your network? You can use something like linneighbourhood or gnomba (which are dedicated apps for browsing windoze networks) or possibly your file browser. Both konqueror and nautilus support smb, just put "smb:/" (without the quotes) into the location bar. xffm (the xfce default browser) also supports smb and I'm sure others do too. Also make sure you are also running nmbd as well as smbd.

1) Make sure that in your smb.conf file you have "local master = no" "preferred master = no" and "os level = 33"

2) Again in smb.conf, for each printer "printable = Yes" and "guest ok = yes". I don't think you need it but you could also try "public = yes"

3) Doing what's mentioned in number 1 might help....

What security level are you running, user, share, server or domain? You could try changing between user and share to see if that helps. Don't forget to restart the samba services each time you modify smb.conf.
# /etc/rc.d/rc.samba restart

You might want to play around with the smb.conf file again and change the security mode between "user" and "share".

There are various tips for speeding up samba, try searching through www.samba.org for "performance" (eg: http://de.samba.org/samba/docs/man/speed.html)

How about other networking? Perhaps it's not samba but your network card?
