Keep searching... something *similar* is there, look for "Speech for Java": http://alphaworks.ibm.com/tech/speech
But you're right, they seemed to have pulled the Linux TTS SDK since this Linux link has no download and only mentions MS Windows now: http://www-3.ibm.com/software/speech/dev/ttssdk_linux.html
