where can i get a copy of viavoice for linux? IBMs's does not seem to support downloading of viavocie for linux on their site

Keep searching... something *similar* is there, look for "Speech for Java": http://alphaworks.ibm.com/tech/speech

But you're right, they seemed to have pulled the Linux TTS SDK since this Linux link has no download and only mentions MS Windows now:
