useradd/adduser not present

CPU/Ram: P 233? 64 MB ram?

I have a box that my predicessor setup with what I assumed was a Linux os, but since there are variants of UNIX os which appear to be similar i'm not quite sure. Anyways, It seems to be missing the useradd or adduser commands. What commands I have on there are limited. And yes I have been attepting to add users as root. Anyone able to give me an idea on how to find out what os it actually is and maybe how i would go about getting useradd/adduser on the machine and if not, details on how to add them manually?

determine the machine information:

uname -a

man uname for details

if your man pages are not searchable yet:

catman -w

then you can use the -k flag to search man pages for key words

man -k user

Yup 100% certain it's root. The root@localhost in my prompt does confirm this.

Oh and I checked, It is Linux. Any suggestions anyone?
