useradd/adduser not present

I have a box that my predicessor setup with what I assumed was a Linux os, but since there are variants of UNIX os which appear to be similar i'm not quite sure. Anyways, It seems to be missing the useradd or adduser commands. What commands I have on there are limited. And yes I have been attepting to add users as root. Anyone able to give me an idea on how to find out what os it actually is and maybe how i would go about getting useradd/adduser on the machine and if not, details on how to add them manually?
