User rights in SuSE 7.1

I want to grant basic users the right to halt the machine. Currently I use only the command line without the X Window system.

In Redhat I did this with Linuxconf. SuSE does not have this tool. I assume that there is a similar one?

Not one that gives a user the right to reboot
the machine.
You can use yast to configure many of the options you need.
I would just write a sudoers file for an admin user and sudo the reboot command.
Use visudo and man sudoers.
