See the syntax of shutdown command by typing
"man shutdown" at shell prompt.

for a normal shutdown type "poweroff"

for a reboot type "reboot"

word in " " (double quotes) is a command and it should be typed without " (quote).

shutdown -h now (to halt a system)

shutdown -r now (to reboot a system)

I think that you can just use the "halt" command as root.
