Your questions really are very broad and can't be covered in this forum with proper detail. My response would turn out to be a book, so I'll recommend a book.

RedHat Linux Bible by Christopher Negus.

It is written for Redhat, but Turbolinux uses the same tools and applications. I've used this book to configure Mandrake & Suse systems also. You'll really be doing yourself a favor by getting it or something similar. No doubt you'll have other questions about Linux after diving into this.

Do you have Linuxconf installed on your system?
If you do, it'll make things a lot easier. You can just enable DHCP using it.
If you want a static address, you can use the same tool.
How about emailing me, and maybe I could send you screen shots showing how I did it.
