is there a tool that i can use to measure how fast the system reads a certian file? for example i want to compare how fast linux reads certian size host files

hmm..right - but could this be used to tell if different size host files could add more delay to your internet?

hmm...If you had tens of thousands of lines in your host file, it would cause a delay. But, in that case it would be pretty dumb not to be using a local DNS server.
