Safe Mode in Linux?

M$ Windows has a Safe Mode, where all the extra VXDs and Startup Group Items don't load. Is there an equivelent for Safe Mode in Linux (for troubleshooting, etc.)?

Does your bootscreen have an option to select "failsafe?" Booting from the CD have "rescue?"
These should be the minimal startup you are looking for. I use SuSE 8.0.

Boot into run level 1 - single user, non networked/graphical maintenance mode.
