rlogind not working on 7.3 Redhat

I have been beating my brains out trying to get either rlogin or telnet daemons running on my machine. When I try rlogining in from Solaris I get a connection refused error. Same for Telnet. When I try to manuall kick off the rlogind daemon I get an error saying "can't get peer name of remote host. socket operation on non-socket". Any ideas?
