Remote X Server Problem

OS: RedHat8
CPU/Ram: P3 500Mhz

I'm having some problems setting up linux x windows using telnet. I also use SuSE 8.1 and cannot run x.
I can login using TELNET but when i try to run "StartX" a message comes up console ownership and PAM security. Anyone have any help???

If this means you are trying to start X on
a remote host, then:
myhost: xhost+
remotehost: export DISPLAY=myhost:0.0
