If you have SSH or telnet services running you can shut it down using one of these. You will need to have superuser access.If SSH is running, download a program called putty.exe and it runs fine on a win32 client. If telnet is running as a service, running telnet from a DOS prompt works nicely.
I do not recommend telnet as it's not secure.
