Some versions and distributions of Linux include vncserver. For instance a full install of RedHat Enterprise Linux 4.0 installs it. You could setup vncserver on your Linux system and access it using a Windows-based vncviewer. Even if vncserver did not come with your distribution you should be able to install it on your Linux system. I found a guide on how to setup vncserver here:

The message above assumed that you wanted graphical access. If you only need terminal access you can use rlogin, ssh, telnet, etc. There are clients in for these in Linux and Windows-based freeware ("Putty" comes to mind.)

Try NX at www.nomachine.com. This solution might work for you. It's easy to install and performance is okay even on dial-up.

As well as vcn you can install xvnc which will provide you graphical access to the actual X desktop on the server (more like like windoze vnc as opposed default linux which sparks up a virtual desktop to connect to).

You can also forward X to run on remote X desktops, you may be able to do this on a windoze machine with hummingbird Xceed (I think it's called, never used it or cygwin).

For simple console access SSH is usually the way to go.
