Redhat 9 USB Flash Drive Problems

OS: Redhat 9
CPU/Ram: AMD Athlon XP 2200+ 512MB

I have a 128mg USB Jump Drive formatted in FAT16. I can mount it, but cannot write to it unless I am root. When I am root, I can wirte to it but cannot change the permissions on it to allow other users to write to it.

I am guessing that you are mounting it logged on as root (or using sudo or su) as regular users cannot usually mount devices. You can either pass a umask=0 option when running the mount command or easier still make an entry in /etc/fstab, here is an example of one for a digital camera on my system:
/dev/sda1 /mnt/camera auto user,noauto,owner 0 0
Now any user can mount the device with:
$ mount /mnt/camera
