Redhat 8.0 and usrobotics modem

I'm running redhat 8 and have been trying to get my modem to work. Here's a bit of info:

Modem - USRobotics
FCC# 0460
Product Code 00568700
ISA V.90 56k

Fresh install of Redhat 8.0 on a Compaq Deskpro EP P550.

I read somewhere that you have to set the jumpers to a specific COM port and IRQ and make sure that it's set NOT for PNP. Did that and when I 'query modem' I finally get somewhere. So, it appears as if it's being detected because it goes through all the ATI, ATI1, ATI2, etc... It didn't do that when it was set to PNP on the modem itself.

However, when I use KPPP to dial, it says the modem is busy or not responding.

Anyone have any similar problems?
