Problem sending mail through shell

CPU/Ram: Pentium III 733 Mhz / 128

Greetings...
i am a new linux user and i am curious to know how to send mail through the shell, using the mail command. should i configure anything so as to send and receive mail (such as pop3 and smtp configuration). If yes how do i do that.

I am doing the following
[root@localhost root]$ mail someone@somewhere.com
Subject: test
test
.
Cc: someone@somewhere.com
[root@localhost root]$

tell me if i am doing sth wrong
