Top doesn't work? That doesn't sound good. What happens if you switch to runlevel 1 and then back again? NB You may want to think about when to do this if it is a production server....

Is system logging working properly? Anything in /var/log/messages or dmesg? Check and make sure everything was started properly for the run level you are in. Sounds like something didn't start or the parent process maybe died so check for zombies too.
