I am using Novell Linux desktop and a 19" Samsung SynMaster 955b, everything was detected correctly, installed everything OK and when I try to boot, again, everything goes OK until the login screen, then my monitor goes with this mssg: Out of Sync Range.
is there a command in the rescue console to set the screen resplution to a smaller one so that I can login to my linux system?

You should be able to switch to a text console with Ctrl-Alt-F2. From there you can try to fix your X server. Alternatively boot straight into text mode by typing linux 3 at the lilo/grub boot prompt.
