Mandrake and Telnet

Hi there, I see to run into a problem with Mandrake 8.2. I can ping the machine, I can browse the internet from it but I cannot telnet to it. I lowered the security to the min., checked the chkconfig (not there) and reinstalled in whole again, just in case. Still doesn't work. What am I missing?

no, I cannot even get a login prompt. the message I get is, "no connection could be made because the target machine actively refused it" and kick me out....
