Mandrake 8.2 install error

When installing mandrake 8.2 receive error "kernel panic: unable to load root fs on 01:00". Have tried the install CD's on another machine successfully to verify they are not corrupt. System specs: Biostar M7VIB Mobo, 512MB (266 DDR) RAM, ATI 16MEG AGP Video, WD205BA 20GIG HD, linksys 10/100 NIC. I have updated the mobo BIOS to the current version available on website. I have tried disabling all the onboard periphials (sound, NIC, etc...) as well as PNP OS and apic. I have also tried a different WD 12GIG HD to no avail as well as tried swapping out the memory.
