Is it possible to setup a RAS on my own home phone line and then use my own phone line to call it? Or atleast can I connect a Windows 98 machine to it with a phone line to use its Ethernet card for Internet? Since my Windows 98 Laptop only has a modem.

You can't call yourself as you'll just get an engaged tone. You could set it up so you could dial in from elsewhere but if you are just trying to share the internet connection you may as well just dial your ISP direct from the laptop. If you are just trying to share the net connection at home, the easiest solution would be to get a network card for your laptop.
