Can someone describe in detail how to install and setup USB wireless driver? I am very green when it comes to Linux. I have the Belkin USB Wireless running RedHat 7.1. Can someone take me step by step please?

You certainly shouldn't have to reboot for USB, only when booting a new kernel or changing non-hotplug hardware.
Redhat 7.1 is looking a little long in the tooth these days, you may be better off upgrading to a newer version as USB support in the kernel has come a long way since then.
