There's Festival: http://www.cstr.ed.ac.uk/

It's a TTS 'engine' and I've only heard of 1 or 2 apps actually using it for screen reading. It works well in emacs and from the commandline. You should check on the mozilla site to see what (if anything) they are doing TTS-wise. KDE and GNOME are bound to have something too.
