can anyone recommend the best linux distribution (with graphical interface) for a pentium 200 with <32M of ram

I don't know if it's the best. But it is a very minimal version with a graphical interface.

You could also try installing a minimal version of the latest redhat distribution or another distribution if you like that better. Just console stuff and then add on a smaller window manager like:

http://icewm.org

or

http://www.informatik.hu-berlin.de/~sperling/prog/swm.html

Slackware 7x and the Blackbox window manager are nice. -- 486-100 32Mb RAM, 1 Gb HD. Apache and gcc run just fine as well.
