I've got a 486 sx 25mghz with 8mb PS/1 IBM computer (say that 5x's fast). I want to use this computer to program/develop webpages and Gnome aps plus I want to put up an apache server up with php4 support. A.) Can this be done with this dinosaur? B.) What distri's would work best with this? Any help would be appreciated.

The Redhat distribution is one of the more popular (and I believe the "Pro" package actually comes with a version of Apache), although some of my friends express a preference for the Slackware and SuSe versions. Check Linux-oriented sites for compatibility/conflict issues, but it seems more a matter of personal preference as to which dist. you go with.

I like Slackware personally. Everything is installed and setup by default.

In terms of hardware though will Redhat NOT snarf? I imagine that it would take a long time to get the sucker to install as well.

I agree with unisol. Trying to get along with Gnome will probably not be fun. I'd try something (much) lighter. I myself tried linux with KDE on P133/16MB and decided to stick with ol' Win 3.11 for a while more (that is until I can afford to update my machine.. a lot). Though I didn't even try to optimize any settings, I don't think it would have done much good. Cool graphics need a system with enough power to handle with them. Even linux can't work miracles..;)
