Limiting internet access speed on LAN

For Example: I have a DSL internet access 384K, connected to a linux server. Windows workstations are connected to server. How can I limit the maximum internet access speed on LAN for every workstation to 64K ?

Forgot something: There's a SuSE Linux 7.1 on server, and I use IP masquerading to provide internet for every workstations.
