Cygwin (http://www.cygwin.com/) is what you are looking for. Hummingbird Exceed if you want to run X (graphical) apps. Or possibly a distro which can be installed onto a FAT partition (eg phat linux) although you will have to reboot between the two.
Summary: First question, all Linux versisons (or distributions) are free to *download* (apart from Lindows? Can that be downloaded??) The thing is, I want Linux, and im on 56K :) I wouldn't mind downloading it...
