At gui or at console (tty).

At the console, you should always log out, when ever you leave the computer.

At the gui, you can set this option in the screensaver options.
But keep in mind, 30 minutes is a very long time to log off the root user.
So someone needs ony a few seconds to create another user with full rights or change the root password and after that, you are out.

Go one step farther. Don't log on to root. Use sudo instead.

"Best Practices", Event viewer, host file, perfmon, antivirus, anti-spyware, Live CD's, backups, are in my top 10

What exactly isn't working for root user?

In the graphical interface it's definitively working.
