For normal floppy access, you have to mount the floppy. I don't use Fedora, but "mount /dev/fd0 /mnt/floppy" as root should work, assuming /mnt/floppy exists.
To make a floppy from an image file, do "dd if=menuetos.img of=/dev/fd0" as root.

Red Hat's new GUI (starting with RH8) is a little different than any other OS's that I've used. To mount a floppy or CD (or zip, or whatever), right-click on the desktop, go to Disks, and select whatever disk you want to use. It'll create an icon on the desktop that you can drag things to and from, just like any other folder. HOWEVER, do NOT forget to unmount it when you're done using it. I've run into problems with RH8 and 9 with unmounting... haven't tried it much on Fedora yet though.
