good question...
I actually have a tv tuner card in my system as well, but I use it through vimware with win 2000. I'll look around and see what I can find. It would help if you posted the card version, manufacturer, linux distro, type(I'll assume pci) and any other relevent information.

you need too....

a: recompile your kernel with v4l support for your card. get a TV app
b: get a distro that supports linux video by default.

TV apps are :
kwintv (KDE)
Zapping (Gnome)
Mplayer (gtk, libPNG)[best movie viewer !!!!!!]
Xawtv (standard)

I know EnilEntity Linux watches and records video with the default setup. http://undeadlinux.com
