Give User root-like Priv Over Group

Is there a way to give a certain user root-like priveleges over a group, so the root-like user can chmod, chown, and so on?

Is sudo the best way to do this?

Yes, sudo is your best option... Just modify your /etc/sudoers and add whatever commands you want a user to run! That's the best and safest way to go.
