First, I would say that you need to run
lilo
at a command prompt.
If it runs without error, that should fix the issue. If it returns an error, that should tell you what happened and give a clue how to fix.
Oh yea, I suppose you cannot boot to Linux so you will need the CD/DVD you used to install fedora. At the initial install use
F1
to get to the command prompt( however fedora does that - I use openSUSE) and type
rescue
which will give you ... the abiltiy to run lilo. SOME of the Linux distros have an option for you to "Restore the LiLo Bootloader' which, if available, might work for you too.(dunno if Fedora does/has that ...)

Both LiLo and Win* use the Master Boot Record(MBR) to store boot information for the hard disk. I do not know how Symantec's Ghost handles that but if it is a ' bit ' off, it won't work with LiLo, LiLo is very picky ... . Since Symantec sleeps in Redmond, no surprise they screw-up LiLo.

For a possible future Ghost-proof fix, I suggest a change and use GrUB bootloader and store the boot information to /boot so the MBR can be used by windoz exclusively.
Over the years of doing that, I have not had trouble like yours and many others. (then again, I quit using Symantec products in 2000 ... so YMMV.)
Also, another option, it really helps if you have two disks and put windoz on one and Linux on the other so that each disk MBR is exclusive for the OS in use. I do that too, if it is possible.
hth...
