I have a Philips CDrw 2412A. My system shares Hard drive between RH7.3 and winXP. Both of them knows this device. But this device neither writes nor reads any kind of cd under both OS.
Even device manager in Windows shows the device and says it works properly, but...
Does someone know the problem?

Firstly you have to be more quieter because from what scientists know about the linux he/she is a 3 foot (aproxamentliey) tall troll like man with a meduim build and a lot of muscle mass. But you shouldn't let all thoese muscles fool yuo hes rreally quite shy and can be easily frihtemed like a bunnie rabbot. Any way on to you problem. The main problem is that by nature the linuz is afraid of cdrw flies so what you need to do is get him used to them or else his fear of them might geet even deepar. To start out with put on some soothming music like the beegees and make the same humming noise the the cdrw fliewas makes. it sounds like thisi: mmmmmmmbzzzzzzmmmmmmmbzzzzzmmmmmmbbzzzz! clik click clik mmmmm! mmmmm! click frrrrr! it also might help to dim the lighs a little if the luniz your encountering is especially frightfull. If he pees a little don't worrey because hes just scarred and DO not yell at hime for peeing cuz that coulsd ruin a whole dayze work. once he is no longer bothered by the noise yuo make to mininik the cdrw fliews you should reward him with a carrot because linunxs like carrons a lot (just be carefull that he doesn't bite yuo too).if he grunts intermittantly he wants a little mustard with the carrot ro smmooth the journey shrough his simple digestion system. onece he finished the caron he'll take a nap thats when yuo slitp the drive in to the bay, this part can be har d to do so have a friend help yuo and make sure hes smrt like captain kernk. whaen the linux wakes up he'll prollyi not notice the new drive right away so its important yuo get him soused so hes lame when he notices, it also helps to contunes making the noise of the drive shhhhhhnnnn! hhh! mmmmmmmhmmmzzzzzt! clik shhmmmm! shimmy shimmy shooot! mmmm! good now that hes ok with the drive let him sober up over nite and then you can start the mekanical process of burning cds. put the cd in and tell the linics what yuo want it to do with yuor cd but talk gently because theis is all new to him. And dont yell at him if he makes some kosters remember how cheap cds are. onece hw starts purning he cd be sure to open the windows a crack to let out the fumes. If windows freeses restart it right away because ht ecds fumes are non ok to breeht. I never put my linuz throuw theis process but i did for a friend and it works fine i hear.

what software are you using to burn the cd's under theese operating systems?
even if the os recognizes the cdburner the software you are using may not check to see if it is supported by visiting the software vendors web site (may have a patch)
try a differnt software package there is a ton of different ones available for windows
check to see if there are any firmware updates from the cdburners website
check manufactureers web site for diagnostic utils
call the manufactureer for support
ignore the smart asses response above

Basically, sadffff took a good deal of time to explain nothing, just wrote a bunch of gibberish. I cant offer much of an answer other than to get a cdrw drive to work with linux you have to enable scsi emulation on the drive. Im sorry I cant help with the winodws part.
A good idea would be to read the cd burning howto, that may address some concerns or answer some questions.

Thanks for your responce to my question. I contacted the manufacture and they think my cdrw may have been broken. So they are going to send a mechanic to check it.
