is it possible to make a binary file
with gcc or g++ (under loinux) for windows
(microsoft) ?
if yes how?

Yes it is possible but to do this u have to use cygwin library.

It is possible to setup gcc as a cross compiler
such that development can be done on a linux
box, compile with gcc then copy the resulting .exe
to windows. So far I have only seen this done
with command line apps and was a couple of
years ago.
