You can download wu_ftpd rpm from a number of sites.

Your ftp server is already installed. I think it even starts on boot with RH 7.3 . try:

%ftp localhost

otherwise, you can uncomment your ftp server in

/etc/inetd.conf

and restart you inetd.

%kill -HUP "inetd's PID"
