FTP Server on RH 8.0

hi!
I am a novice user who wants to establish a ftp server ( Restricted, only people with username and password can enter)..... please gudie me on how can I do that....
also please tell me which file to edit inorder to be able to make remote telnet sessions from other computers.....
In solaris there was the /etc/default login file but i guess that does not work in linux!!!
