There are now nine of them listed at freedomlist.com. They are all US but they are regional. You will have to check if any are in your area. I don't know of any that cover the whole US. I hope It's helpfull!

I used to use Freewwweb on my laptop running RH 5.2, and it was great, but unfortunately they went under and thier assets were bought by Juno. They require you to use thier silly windows-only addbar, so I'm back to paying for a dial-up connection.
Such is life. FW never made much monet from me anyway. Open source is no model for an ISP :-)
