Would I be making a correct assumption that the Firefox version 3.5.4 is presently not released to cover Ubuntu Hardy 8.04.2 64 bit(AMD)?

Yes and no and I don't know. The easy answer is yes. That may or may not be true. You can always take sources and compile them and use them so yes would be the answer. No might be true if you only use released repositories. Maybe might be incase there are other issues.
