dynamic ip not so dynamic??

I am connecting via samba to a printer on another windows machine on the network. Do I need to specify the host ip??? What if the computer's IP is changed on the next lease of IP??
in fact, I can't ping using other computer's hostname unless I specifying them in /etc/hosts with their ip...what if their IP changes??? can't DHCPd update on itself?? In fact, I need to specifically entered the DNS address in order to access the internet...shouldn't DHCPd be able to update the DNS list from the router???

But also I am looking HOWTO !!
I found this already !
Yuo are looking for DDNS
You will need BIND8.1 or higher and DHCP 3.0 or higher.
In your /etc/named.conf add a line
allow-update{localhost};
But thta doesn't seem to do the trick
