Under Mandrake, you should be able to login as root in a pure text mode and type "sndconfig" without the quotes. The program will auto-detect your SB-16, so just accept whatever defaults it gives you. Depending on whether or not your card is an ISAPNP card, it may be easier to reboot your machine than try to re-initialize the PNP settings.
