DNS server problem

CPU/Ram: Intel Xeon,1 Gb RAM

hello everybody,

My problem is that when i give command
rndc reload then it gives message that connection
refused.Because of this my DNS server not working
I cannot receive mails from internet.
Pls. help me ,
If i didnt repair that i have to format
& reinstall the OS.
