I inherited an old laptop that has a floppy drive/cdrom
swapable bay. It will not boot from the cdrom, so I've been
looking for a distro that I can boot from a floppy and install
from the Internet. (I have a ethernet pcmcia card) Thank you
for your help.

It isn't Linux, but FreeBSD is the first thing that comes to mind. If the 32Mb RAM is accurate, you'll want version 4.11, the last of the 4.x series which was known for good performance on minimal hardware. Get the floppies here or from a different mirror. Use dd from Linux/UNIX or RawRite from Windows to prepare the floppies.
Be sure to allocate enough swap. When it comes time to select addition packages, pick something light on resources like blackbox, fluxbox, or openbox.

I seem to remember suse having an easy option to install from network/ftp. Not sure whether the later versions of it would be good for your hardware though.
Gentoo springs to mind. There are loads of ways to install it, most of them involving a network connection somewhere along the line. It may not be the easiest distro to get up and running but because everything can be compiled from the base up you will get the best performance out of your hardware. Bear in mind that if you do start from a stage 1 install and compile everything it will take quite some time (and I'm talking days!) to get it all up and running on old hardware. You will also learn a lot about GNU/Linux by completing a gentoo install. Here are a couple of links:
