I don't know if there's an easier way, but you could firewall all Internet-bound packets generated by the users you want to block with "Owner match" from iptables which "allows you to match locally-generated packets based on who created them: the user, group, process or session."

Or you could use a proxy like squid and
ACLs (Access Control Lists)....
