I did this once a few years ago. Unfortunately I don't have a good recollection of what all I had to do to make it work. However, I think if you do a google search for, "linux dial up server", you'll find all you need to set it up. It really wasn't very difficult at all. I recall having to setup the modem getty stuff, some access control file, and then some simple routing (I used iptables to setup a NAT server). You should be able to get it up and going without too much pain! Good luck!
