You need to edit gryb.conf and change/add an entry "default=x" where "x" is the image you want to boot by default. I'm pretty sure that it starts at 0 so if you wanted to boot the third image in the list it would be "default=2"....although I'm a lilo user so I may be wrong.

Confirm: In grub.conf "default=" starts at 0, just like lilo.

Here is my grub.conf, XP the default, hope you can figure out what is on each line:

default=1
timeout=20
splashimage=(hd0,0)/grub/splash.xpm.gz
title Fedora Core (2.6.9-1.667)
root (hd0,0)
kernel /vmlinuz-2.6.9-1.667 ro root=LABEL=/ idebus=66 rhgb
initrd /initrd-2.6.9-1.667.img
title Windows XP/PRO SP1A
rootnoverify (hd1,0)
map (hd0) (hd1)
map (hd1) (hd0)
chainloader +1
