can't access telnet server from other

hello:
i am new to linux, i installed a telnet
server on the redhat7.2, after configure
the xinetd.conf, i can telnet to my
computer from my computer, but failed on
other computer within the same local LAN.
i have turned services on using chkconfig.
(though i don't the functions of it.:( ,
there are seven levels for a service,
corresponding rc0.d, rc1.d.....), anyway, i
turned on xinetd (seven levels), and telnet
within the xinetd.
but other computer just seemed can't
access my computer, ( i installed an apache
server also, but the same problem appeared).
is it related to such files as hosts.allow?
i leave them as default, ( i installed the
redhat7.2 with a workstion option).

perhaps some kind of firewall is active - which blocks the required ports (23 for telnet).
