I installed the Ati Drivers and I dont know how I would access the actual Control Panel. How would I access it?

I doubt there is a linux ATI control panel as such. What do you want to change?
"Best Practices", Event viewer, host file, perfmon, antivirus, anti-spyware, Live CD's, backups, Make an autorun.inf folder on all usb drives.

You should have the settings but they may be in different areas and depends on your system.
Mint can usually be found under mint, ubuntu and debian searches. Also settings like compiz and opengl are settings that might be needed.
Do you want to enable 3d on desktop compiz, game or what?

I got it enabled and working. But when I boot up now instead of going to straight to the Login screen, I have to press CTRL+ALT+DEL to get to the login screen. Anyway I can fix that?
