apache - httpd won't start?

I APACI installed apache 1.3.27 logged as a user.
When I type /home/my-account/apache/PREFIX/bin/apachectl start I get the following; ______________________________________
fopen: No such file or directory
httpd: could not open error log file PREFIX/PREFIX/logs/error_log.
/home/my-account/apache/PREFIX/bin/apachectl start: httpd could not be started ______________________________________
