I tried to add a user using GNOME linux configeration panel.But it gives me this error message.

checking base configuration
checking kernels modules
Mouynting local volumes
Checking file permissions
checking LILO
Executing /sbin/lilo
*Fatal:sector19916537 too Large for linear mode (try ' Lba32 instead'
*return 1
Executing some Sysv init scripts

After that Linux has created a folder for my miles in my home directory and it is a FAT32 partion.

Please tell me how to correct this error.

Don't know why it executes 'lilo' when a user is added, but there is a problem with lilo. If I can correct, you are using a (windows) FAT32 partion for your '/home'. I don't if that is supposed to work, but it might cause the problem.
Or you did not set LBA mode in bios for large hard disks.
Sector19916537 doesn't sound good.

For best results, you should try to define the problem more clearly; from the errors you've posted, it looks like the problem has nothing to do with adding a user. So, a couple of questions:

-What version of Linux are you using?
-What brand/model of cumputer do have?
-Had you made any other changes to the machine before this happened?
-Was everything working O.K.before this happened?

As for the errors, it sounds like LILO is having trouble correctly identifying your disk, or the disk's size.
First, see if LBA mode is enabled in your BIOS. If not, try enabling it.
Second, boot from a floppy, mount your /etc partition, and look in your /etc/lilo.conf file. If there is a line which says "linear", comment that out by placing a "#" at the beginning of the line and reboot.

Repost if you have further problems.
