I am considering getting an iPad for my father who does not have a computer. If I buy him a 3G iPad will he be able to set up an email account through yahoo or gmail or hotmail so that he can use email and have web access?

yes. once you set it up from your computer, which can include his email accounts or not (doesn't matter), he can later add or delete email accounts as needed. there are some apps that may do a better job of handling email than the built in email client, such as with hotmail.
