downloaded iPad2,2_6.0_10A403_Restore, how do I load to ipad?

You need to connect your iPad to a PC on which iTunes is installed.
Then open iTunes.
Click on your device under "Devices" in the left-hand column of iTunes and click Restore.
iTunes may insist on downloading the restore file again, even though you already have it.
